WASHINGTON, April 14 /PRNewswire-USNewswire/ — This is the
WashingtonWatch.com federal legislative update for the week of April 14,
2008.
With Tax Day falling on Tuesday this week, Congress is taking up
tax-related legislation.
One of the bills it will consider is H.R. 5719, the Taxpayer Assistance
and Simplification Act of 2008. The bill would exempt recipients of home
care services from liability for employment taxes, authorize grants for
volunteer income tax assistance programs, and give taxpayers written notice
of their eligibility for the earned income tax credit, among other things.

The House will also consider H.R. 4881, the Contracting and Tax
Accountability Act of 2007. The bill would prohibit the awarding of some
government contracts and grants unless the contractor or grantee certifies
that it has no seriously delinquent tax debts.

An important bill dealing with global climate change has received a
cost estimate. S. 2191, the America’s Climate Security Act of 2007, would
set an annual limit on the volume of greenhouse gases emitted from
electricity-generating facilities and other industrial production and
transportation. The Environmental Protection Agency would establish two
separate initiatives known as “cap-and-trade” programs — one for most
