Construction Union wants to raise trade skills for London 2012

Workers in the process of building London’s Olympic Games facilities will
effectively be deskilled because their training falls short of government
recommendations, according to the main construction union.

Ucatt says that almost all the training available to more than 1,000 local
young people will be set to lower standards than those recommended by the
Leitch report into skills.

Up to 90 per cent of training will be to NVQ Level 2. Leitch and the other
recent reform - World Class Apprenticeships: Unlocking Talent, Building
Skills for All - call for more apprenticeships to be NVQ Level 3. Level 2 is
the equivalent of four GCSEs grade A-C, while Level 3 is the equivalent of
two A-levels. Ucatt says that the difference in the building industry is
that Level 3 produces a fully qualified craftsperson but Level 2 delivers
only a few necessary skills.

Alan Ritchie, Ucatt’s general secretary, said: “It’s disappointing. This
country is crying out for young skilled construction workers. The Olympics
are a golden opportunity, which is in danger of being missed.”

Harry Cohen, Labour MP for Leyton and Wanstead, which includes part of the
Olympics complex, said: “These policies are a step backwards.”

However, John Armit, chairman of the Olympic Delivery Authority, said: “The
areas around the Olympic site in East London have high levels of
unemployment and the 2012 Games can help change this. That is why our
strategy is focused on getting people on Frequent Flyer Card to the first level of training and
into work.”

China allows some foreign reporters into Tibet amid show of …

LHASA, China (AP) - The first group of foreign journalists to visit Tibet since its deadly riots arrived in the regional capital Lhasa on Wednesday, as China announced the surrender of hundreds of people who took part in the anti-government protests.
It was unclear how much freedom the small group of foreign reporters would have

during the two-day trip, which comes amid rising international pressure over the government’s crackdown less than five months ahead of the Beijing Olympics. The group included a reporter, photographer and TV cameraman from The Associated Press.
The bus carrying the journalists drove through three police checkpoints on the way into Lhasa from the airport. Police officers were also stationed at almost every cross street on the road.
At several places that appeared to be government offices, police in camouflage uniforms were stationed with machine guns strapped across their chests.
The trip and reports of surrenders appeared calculated to bolster government claims that authorities are in control of the situation and that the protests that began peacefully were a criminal act of destruction and murder.
The protests embarrassed the government ahead of the Olympics and led it to flood the area with troops and ban foreign journalists. The demonstrations appear to have peaked on March 14, when rioters set hundreds of fires in Lhasa and attacked members of China’s majority Han ethnic group and Chinese Muslims.
State-run media announced that more than 600 people had turned themselves in to police in Lhasa and in Sichuan province, where unrest broke out days later.
Police also published a list of 53 people wanted in connection with the riots, the official Xinhua News Agency reported. At least 29 people have been formally arrested, but it was not clear if they were among the 53 on the wanted list.

ALGIERS, March 23 (Xinhua) — Li Changchun, a senior official of the Communist Party of China (CPC), said on Sunday China values relations with Algeria and will discuss new ways for further bilateral cooperation.
Li, a member of the Standing Committee of the CPC Central Committee Political Bureau, made the remarks during a meeting with Algerian Prime Minister Abdelaziz Belkhadem.

Belkhadem said China’s eight measures agreed at the Beijing summit on China-Africa cooperation helped develop Africa and benefit its people.
”We hope China would play a bigger role in the international and regional affairs,” he said.
Belkhadem, also Secretary-General of the Algerian National Liberation Front, discussed with li exchanges between his party and the CPC. They agreed to improve the party-to-party communications to fuel the development of state-to-state relations.
